Thus, the solution is try get ahold of an older graphics card just to complete install (the motherboards onboard graphics didn't seem to work for me), then download all newest drivers for everything, then reinstall the 2070 super. If you look online there are lots of complaints about it not working with Ryzen 3900x. So, I think the main issue is the 2070 super in my case. Then I shut 'er down and replaced the 960 with the 2070 super, and all was good. Then, I immediately downloaded drivers for everything I could think of, including the RTX 2070, CPU, and motherboard. That allowed windows to then open and set up/install. All other parts the same, but my RTX 2070 super was swapped with an older GTX 960. It was a while ago and I was super tired so I'm not sure if this was it BUT: I think I switched my graphics card with my previous model I had just switched out. It seems RenarikAersai found another solution see comment below. Update LAN drivers (and maybe wifi and bluetooth) via USB since you turned off your ability to connect with the internet. You may need to update the Bios to get this option. For anyone encountering this problem disable your LAN (and maybe wifi and Bluetooth) in the bios in advanced settings under connected devices. Update: I was able to get my computer working.

I have tried cleaning the drive following the advise of this: ( ) But it didnt work. After the blue screen appears I am given the standard "the computer restarted unexpectedly." message while the Asus TUF logo is in the background. I have an Asus Tuf Gaming plus wifi x570 motherboard with a ryzen 3900x. While windows was installing I got a blue screen and "BUGCODE_NDIS_Driver".
